Firstly it helps in priming your lashes i.e it prepares a base to apply your mascara. It helps in giving volume to your lashes, making it look thicker and longer. It also helps in strengthening them and does not clumps the application of Mascara. Majority of primers comes in white color, which makes it easy to see where it has been applied. You must have seen Mascara with double tube on either side with the same wand. One is in Black and another in White. So first you should apply the white, then apply the black and you will see a huge difference. You can test on your eyes to see the difference, one with primer and one w/o primer. Many do not know the purpose of this and so they tend to ignore priming. Priming also makes a barrier between your lashes and mascara by protecting it. Just like you would wear a face primer before foundation.
This step is important and you should practice the use of Lash primers. Nobody wants to have eyeless lashes yeah? Primers comes as separate products too with different names such Eye lash Activator, Eye lash Voluminizer, Eye Lash Portions etc Not necessary it should be in white, but yeah most of the dual ones do have white base to help you make out the difference.
